I ended up getting a Cold Steel (good call lapu) Mini Tac and am rather happy with it.

It's a fixed blade (4" blade) with a kydex sheath. Easy to conceal and draw... Nice and legal too
. It's about the same size as my old folder (when open obviously) However, since I collect knives and various other weapons, I am always on the lookout for something new and unique, so if anyone has any suggestions feel free to let me know.
Currently I've been carrying it with the handle at a slight upward angle close to the small of my back (the sheath partially tucked into the back of my pants so I can grab it with my right hand), or tucked into my boots (yes, I wear combat boots). Any other suggestions?
