Speed is always relative. Timing is more important that pure 'speed' but your body will learn that with training. Train at a class in a system that focuses a lot on hand speed drills. I would recommend boxing or a well rounded Philipino system. Working FMA drills (especially with knife) is excellent for hand/eye coordination, reflexes and hand speed.

Of course the source of true hand speed is footwork. Without good base and footwork your fast hands will be useless... you can only posess this after training so go train!
