The gentleman throwing was doing Tomoe nage (attempted at least) and the person being thrown simply dropped his weight on the feet/legs so that if the thrower moved wrong he would have fallen into a top position, NOT what was planned! In dropping his weight onto the feet he was able to safely glide over and not get thrown onto his back as was the intention.
